I think any mech capable of serving a scout role should have ECM as an option (except Jenner which has too many other advantages). I think all Ravens being able to sport ECM makes sense. I also think that the Centurian-D model with XL engine and Artemis standard equipped is a tech heavy scout variant of Centurian class and therefore can benefit from ECM as scout support role. The Dragons (all three) serve as scout supports too and can have ECM.

take away the atlas ECM for now, then see how the game plays.

They really need to scale it back, an Atlas with ECM is just idiotic

In 8v8s;
With the limitation of varients, we're basically seeing ECM-only varients being used with a smattering of non-ECM support. If you include more varients to carry ECMs, you'll see a bigger variety in drop compositions, but you'll just be adding more weight to the ECM arms race that currently stagnates the metagame.
In pugs/4drops;
Its the opposite, you find a nice variation in chasis, with sometimes coming up against a heavy ECM team or lighter one. Increasing the varients that can carry ECM will simply make it more prolific, as more peoples' favoured mechs start being able to fit such a cheap and useful piece of equipment on their mechs, to the point that if YOU don't fit ECM then you're going to be running at a serious disadvantage.
I think that ECM needs a re-work, on the existing varients, and power to wt/slot ratio as well (keep the tonnage to not gimp lights, double the amount of slots or something) to even an overhaul of the entire mechanic, but thats really for another topic.
