I didn't see this being suggested so I thought I'd throw it out there.
There used to be a series of games I played _ages_ ago having to do wtih stars under siege by various tribes (ahem).
At any rate, one version of this series of games that I played had a means to quickly issue commands via keyboard shortcuts. You would start with a single key and could quickly navigate though various combinations of keys (three or four) for various commands (or taunts).
For instance, V-S-A-A was "I will attack", VVY was "Yes", etc.
Once you were used to the voice menu, you could actually issue command pretty darn quick.
This, of course, would be something tuned for MWO. "Fire on target Alpha", "LMR Support here. Paint me a target", "Defend our base", etc.
While, obviously, integrated VoIP is the optimal sollution, sometimes you just don't want to hear your teammates; especially the obnoxious music playing/heavy breathing/screaming ones in a pug.

Much quicker to tap the CTRL key while WASD ing and say Bravo3 move to Fox 4 and defend, or Bravo3 primary target is Gamma

Yes, which is why I mentioned that Voice over IP would be the optimal solution. But only so long you don't have anyone on the channel griefing people by continuously broadcasting undesired audio. Which I can see happening in a pug.
I'd actually like to see sophisticated VoIP inplemented where you have seperate channels for each lance, a command and an all team channel. You could then have a battle field commander issue commands to the lance commanders. Then the lance commander would use their lance channel to implement said command (to the best of their ability).
But we're going to likely need more players per side before that become viable.
