Firstly, apologies for starting yet another ECM thread, and if this has been posted before.
One of the issues coming from the introduction of ECM has been the lack of build diversity when it comes to light mechs. By far the most common builds are missileboats, with 2-3x SSRM2s and a couple of lasers. This build enables easy close range brawling as 1) ECM mechs cannot be locked on to (ignoring counter-ECM arguments of course) and 2) SSRM2s require little to no effort to hit other mechs.
My simple proposal (for light mechs at least) would be to move ECM availability to variants of the mech that have the least missile hardpoints. eg. from Commando 2D to Commando 1B or Raven 3L to 2X or 4X.
This will limit the damage potential of ECM light mechs, but will force them to act more in their intended role ie. scouting and support. Not assault.
For the COM-2D and RVN-3L, the damage potential remains the same, so those wanting to do a lot of damage can still go nuts, but they'll instead need to work more with the team rather than roaming freely as they currently can do.
As for the Atlas, I haven't mentioned it because there's still room for a lot of diversity on a 100-ton mech.
Of course, this proposal assumes that the current implementation of ECM remains unchanged significantly.

Breaking it's unique role in CBT isn't a fix for ECMs broken implementation in MWO.

You may have to elaborate a bit further about the CBT role for those who haven't played it before (eg. me). Are you referring to the Com-2D/RVN-3L in particular, or the Commando/Raven in general?
I do agree with your sentiment, but if the implementation isn't going to change then there needs to be some consideration taken into how ECM on just those two variants negatively affects the build diversity for light mechs.
