Why is it I get the feeling this might fall into the category of "Required Reading" for CapCon citizens?
I kid, I kid.

I'd bet my bottom C-bill that it is tested on in their school system at one point or another. No way a book with a premise that boring becomes a best seller just cause people are curious.

Hmm...

Wonder if it bears semblance to a little red book from the mid-20th Century or L. Ron Hubbard's Dianetics?

Regardless, I pity the pour soul who was #2 on the Sian bestseller list.

That should be an interesting read (like the story from [but mostly about] Wexel Loo).

But really, first days of Confederation are pretty interesting.

There is no Number 2 on the bestseller list in the Capellan Confederation. “The Twenty-Three Pillars of Heaven” is the only book that true Capellan citizens are buying, acording to official state data.

Look at Sarah Palin as an example. The moment people write biographies or autobiographies about famous or political individuals, millions flock to buy their books for one reason or another. This reinforces the saying, "There is no such thing as bad publicity."
