Allow Empty Chassis Purchases

So, I was sitting around thinking about how I've nearly 8/8'd my Phract 3D and I need to get around to buying some more, and that with the new year coming I might be able to lay down some cash for MC and I'd really like a Muromets, but the thing is so damn expensive.

Then I got to thinking about why it had to be so expensive, and how it's got pricey parts in it. I've got a pretty good collection of **** lying around, an XL 300 engine here, a pair of gauss rifles there, enough medium lasers to fit out a swayback.

That got me thinking that I could pretty easily afford a new mech or two if I didn't have to buy all those parts I already had and don't really need more copies of-- I've got six mechs in my hanger, there's no reason I'd want to keep them all fitted... though I have five of them fully fitted anyway.

As it is I'm hesitant to buy anything with MC because I simply don't feel like I'm getting enough for my money. I could buy a pretty good bottle of bourbon for the price of an Awesome 9M, and I can't get drunk off of an Awesome.

tl;dr let us buy a stripped chassis at the base price instead of making us buy the parts every time.
