if I understand correctly:
- closed BETA only for NA ?
- Operation Inception only for closed BETA / NA?
--> there will be only north-american "founders" and north-american "founder-mechs" ingame ?
- closed BETA start-date is July 17th ?
- open BETA "could" include europe ?
- open BETA start-date is unknown ?

To my knowledge...
Closed BETA for ALL, but currently running on servers that are only in NA
Operation Inception benefits will carry into the retail (gold) version of the game. Founders just get access to assets when they join beta on July 17th
Closed Beta is happening right now. We're calling this the "early stage" closed beta (where you need to be invited with a key to play) The "late stage" closed beta starts on July 17th and admits anyone who bought a Founder's Package. It's duration is unknown.
I don't think Beta prohibits anyone in the world from partaking of it. There is no IP blocking, it's just that your ping may be higher than normal because currently the beta servers are hosted in NA (PGI is working to have world-wide servers available for the game when it goes Gold)
I don't know if there's going to be an open Beta (and Open Beta indicates "EVERYONE can join, no matter what" The beta PGI is running is 3-stage, but closed, meaning it doesn't ever allow everyone.
First stage was "Friends and Family", this stage is over.
Current stage is "Early Closed Beta", this is where people with keys gain access to the beta.
Next stage is "Late Closed Beta", this is where Founders Package players gain access to the beta.

If they use a similiar server system/setup like e.g. WoT then your account is tied to a region, if they do it like e.g. blizzard with d3 then you're free to switch as much as you want (still your items from one region are not available in the other).
So unless there is any definite info about how the servers are going to be handled, this question will pop up.

Ah. Well, I hope PGI takes/confirms the logical choice that users can select the region they want to use (auto detect what's closest first, then what's available next)

Sadly enough, you ARE tied to your region once you chose it. As there is no official reply in the "region-locked" topic yet it will be this way.

Well hopefully we can get some clarification from the devs. I'd hate to see the game sullied because access to a beta forced them into a premature region.

It's nice to see something like this being made available for the fans who are really looking forward to this game.
The founder's battlemech in particular seems interesting. Very hard to resist the desire to just say "shut up and take my money!"
