I dont think the Beagle should counter ECM but it should have another additional bonus due to the memory unit. Something that kicks in the next time you play on that map or map similiar to it.
What that might be I am still trying to consider it.

BAP provide a sort of pseudo-counter to the ECM by extending your sensor detect/lock-on range to help counter the ECM's heavy shrinkage of same.
If I recall correctly, ECM reduces detect/lock-on range to 200m and jams sensors within 180m so that only leaves a 20m zone where you can detect, lock-on, and hit a unit mounting an ECM. Note that this 180m centers on the mech generating the ECM so one of his friends will be targetable from further away if the ECM source is further away.
I forget the range boost from BAP (+20% maybe?) but that means that your detect/lock-on range becomes 220m and your targeting 'ring' becomes 40m instead of 20m.
If you are targeting someone who isn't under ECM then the advantages are obvious: range of 1000m becomes range of 1200m: great for LRMs and snipers alike.
It doesn't come up often but the ability to detect a shutdown mech is a nice perk.
