Low Resource Utlization - Low Fps

Alright, I'm confused an frustrated here. Using the lowest settings, I pull about 20-30 FPS during the count down. Once combat starts, I'm pulling between 6 and 10 FPS. Now, I could understand this if my system was maxing out and stressing under the weight of the game. But, it's just not. The CPU is going to between 50 and 60 percent. The ram stays at a steady 70 - 74 percent. And; the GPU is at 20 - 30 percent. My ping is about 60-70ms. So it seems that there's horsepower to spare, it's just not being used and I don't understand why. I know my system isn't the latest and greatest. But it's not maxing out, so...?

I've tried reinstalling the game and the video drivers to no effect. In fact, running the game at the highest settings results in much the same level of performance with no greater utilization of the system resources. I've tried the various cfg files available on the forums, no joy. Any ideas would be greatly appreciated.

Windows 7 Ultimate 64 bit
Phenom 9600 Quad-Core
4 gigs of ram DDR2, dual channel
7200 rpm sata drives
AMD Radeon HD 6870

It's that phenom cpu of yours, first generation phenom quads are slower than core2duo's.

check out if your motherboard supports phenom II or athlon II cpu's, in that case you can do a bios update and you'll have a cheap and significant upgrade.

Ya think? Even though the current CPU is only showing 50-60 percent utilization?

yeah, that's 100% on one core and 25/15 on 2 others, or threads having to wait on eachother. Still cpu limited, the phenom II per-core speed is much better.
