Yes - with current game play speed is important and the stock 64kph speeds of the Hunchback are not great.
EDIT:
Here are my modern takes on what I would run for the 4G:
2 AC5 3 ML

1 GAUSS 3 ML

I second this, 64 k/ph is more reasonable for a Heavy or Assault mech. Ballistics are heavy, and usually result in a slower mech due to tonnage.
Though it is fun being a walking AC/20, it isn't very reliable.

Of the three, I prefer the second, and that is because of the pulse lasers. One and three are very vunerable up close in my opinion. The 3 MPL's give you respectable brawling damage. That being said, the LBX10 weighs too much and you will either be slow run an XL. Either way, its a tough go. Play style comes into this more than anything, but I think heavy ballistics are very tough on a hunch, you have to give up too much. Even though I play my 4G 90% of the time, when I crack out my Ilya, I kind of want to cry. It does everything better to be honest.
The last two weeks I have tried all builds again on the G. Once again I have settled on 3MG/3MPL. It gets laughed at, but the MPLS do most of the work, and there is just no ballistic that you can ***, that doesnt hurt more than help. I wanted so much for the Ultra5 to be the answer. Its awesome on the Ilya, not so great on the Hunch.
For grins if you like to circle fight and keep weapons constantly trained on another mech, try the 3MG/MPL build.

I have been running the following VERY effectively:
STD 200 eng (I just unlocked speed tweak which should help with the small engine)
ES and DHS
2 x MLAS (arms)
2 x MPLAS (1 head and 1 right torso)
AC20 w/ 2 tons ammo
Rest of the tonnage filled out with DHS
I am having the most fun I've had yet in MWO with this build. Lots of kills and usually 400-500 damage as long as I don't run out in front and let myself become and easy target. The AC20 is just downright bada$$.
I would imagine you could replicate this build pretty well on the 4G. You'd have one less laser, but could probably go MPLAS on the arms and MLAS on the head.

Cant replicate this Build. What am I doing wrong? Your suggested engine weights too much.
Double check the armor values - FF armor doesn't round as nicely as normal armor so you may be off by a single point somewhere.
EDIT: I'll try to validate it in game tonight because it might also be a bug in the mechlab rounding the weight of the armor incorrectly.

You have to keep landing your shots on the same location on the enemy. You're a mobile DPS fighter - you don't have very high burst damage.

There's no more repair

The 4SP is probably a better mech for players new to the Hunchback. You have to stick with the group and under cover - Hunchbacks do not soak fire very well.
