I agree with elde, which of these completely hypothetical situations is most likely:

A ) Something is really going on in the Periphery that we need to worry about

B ) Power outages/Equipment failure/Misuse of equipment by the locals

And for the conspiracy nuts out there:

C ) ComStar has new equipment, the houses aren't buying, so if old equipment starts "failing" they'll get more credits.
