What exactly does this item do? I can't really find any good information. Searches on the forum resulted in results from back in October.

BAP doe ABSOLUTELY nothing against ECM...
Nothing.
Zero.

And I'm pretty sure that the "lock time" decrease isn't about missile locks, but about how long it takes from targeting an enemy unit till its data is revealed in the upper righthand corner.

It does not increase lock-on time, that was a property given to it by MW4.
BAP only currently increases sensor range (which you can get for no tonnage through a module), retains lock on data a few seconds longer (which is ok, I guess) and you can aquire info on target better (which again, you can get with a module) and finally allows you to target shutdown mechs (but you can already target hot shutdown mechs so whoop-de-dooo).
So basically, its worthless. Horay Equipment Balance!

what if you have both bap and the sendor range plus targetting info module. do they stack? if not whats the point

BAP, by itself:
25% better sensor range - boosts 800 to 1000, and you can get up to 1150 with the sensor module.
25% faster missile lock
120m range on shutdown units.
BAP interaction with ECM: ECM hard-counters BAP. Your sensor range against ECM-protected units still drops to 200 (as if you didn't have it,) and you can't lock missiles because you can't target (except with a TAG'd target.)

That's right the only effect it has on missiles is how far away the target can be when you get a lock on them yourself. BAP will allow you to get a lock at the max range of LRM's without needing a spotter, which is useful, but considering how long it takes LRM to reach a target at that range... your better off not shooting if you don't have a spotter when they are that far away.
The wording of "reduces time to get a lock by 25%" used to explain BAP function is ambiguous thus the confusion is understable... It reduces the time needed to get sensor data by 25%, it really would be nice if they would use terminology other than just Missile-lock, Sensor-lock to make it more clear what they meant when they talk about what equipment does...

Ahh, ok, that makes sense.

BAP and sensor range module stack quite well, really long sensor range.

No..it decreases it by 25% ..So on a steakapult, assuming your not ECMd, its much much faster to get a new lock on someone.
