Strafe Left - usually Q key in other WASD control games
Strafe Right - usually E key in other WASD control games
Center Legs - aligns legs to torso facing like Center Torso aligns torso to leg facing (holy balls I so need this more than Center Torso to get me off obstacles / free of collisions)

No strafe, it kinda eliminates the need to learn to rotate your legs and torso to get good angles.
Yes to center legs to torso.

Strafe is a difficult beast. There technically isn't a 'strafe' - you rotate your turret to accomplish this. Think of them as a tank - you point the tracks (in our case, legs) where you want to GO, and the turret (torso) where you want to FIRE. Does that make sense?

Hmm. True about strafe, most BT universe legs don't appear to be given the same articulation as natural legs.
Some of the four legged mechs can crab walk though.
Edit: However, strafe does not necessarily mean left-right sidestepping 90 degrees to center. Some games it is more like a 45 degrees forward movement toward the left or right.

There were exceptions in the TT for certain Mechs. The biggest reason they can't is stance, and lack of a need. Turn legs to side + walk = strafing.
I also cannot personally strafe like I would in CS or TF2, but I am willing to chalk that up to my own physical failings

What about limiting strafe movement to Jumpjets?

Making "Reverse Throttle" key mappable and working will help great here and in some other circumstances. I remember it from MW4.
