I'd like to start off by saying that all my suggestion threads (only 2 so far) are just building blocks, I like to throw ideas out there, even if I myself don't feel they are great suggestions, in case someone else has an idea come to them from what I've said.
I believe that there is a lot of talent in the player base, including map makers, modelers, etc. I believe it could benefit PGI to have people submit their creations, and give a yes or no to ones they're interested in.
This could include things such as Skins, Maps, Decals, Aesthetic items, etc. Even if it was just a one-month thing, they could have the community get involved by picking the next map to be in-game in a poll, or next decal pack, and so on and so forth. I don't know if I would like that as much, because if it was good enough to get in a poll, why not just add everything? More content = more of a chance people will find at least one thing they like. Only reason I talked about adding a poll for a map of the week/month/whatever is for advertising, such as "Make your account today and pick the next <map, decal, etc> to be in-game!" or something of that sort.
Again, take what I've said and see if you can come up with something yourself!

There would be some potential for shenanigans with licencing and renumeration for designs so while it's a potential way to get more content out there faster there's also a huge potential for legal wrangling that'll cost more than it'll save. They'd have to do a lot of careful contract writing before even hinting that they are taking submissions.

Like Nekki said, there are a host of legal ramifications and processes that need to be taken care of in every instance of community developed content.
That being said, according to Garth, the studio is trying to push in that direction.

Wrong, this can be completly avoided by having a simple form letter that signs over all rights to the content over to PGI. So the legal issue is not an issue at all.

Plus, to put another fly in the ointment, the free CryEngine SDK licencing may not apply if you're providing content for a commercial product (even if you're not being paid directly for it).
