Currently we have 4E/2M, 2E/4M, 6M and 4E, 2B hardpoints
Logically a balanced Hero would have only 6 hardpoints and most likely try not to step too hard on other variants or chassis's toes.
My best guess would be a PGI created Hero with 2E, 2B, 2M layout with missile arms and K2 mixed ballistic/energy side torso's. Jack of all, master of none. Would make it possible to build long range support with LRM's, tag and AC2's.

Founder's mechs won't prevent them from creating a hero variant because you can't buy founder's pack now. And there're plenty of people wishing for custom Atlas, Catapult or Hunchback.

However all repairs, excluding rearm are free.

I think you'd find alot of people disagreeing with you. To many, the most important thing about the Founders mechs and the Hero mechs are the c-bill production bonus. As the Founders provide a 25% bonus while the Hero provide 30%, having a Hero version of a mech that also would have a Founders version would make the Founders truely feel their mech had been sidelined in the game (as some had said when Hero mechs were introduced).
And the availability of Founders mechs does not make providing another mech that seems to directly overshadow them a good idea. Founders were made to believe these mechs would remain valuable units throughout the life of the game, and putting in a version that is superior after the fact would be grounds for charges of bait-and-switch to many.
Ultimately, however, I think it is still reasonable to assume that other mechs will have more priority for Hero models, if nothing else to avoid having the issue come up in the game. Why invite trouble when you have other mechs you want people to run instead?

Nobody ever said that founder's mechs would always be the best. You got yourself a good deal plus already had used it for a lot of time. And you want it to remain permanent? Lol. Plus calling it inferior for a 5% difference...
And priority should be decided depending on the demand. Atlas, Hunchback and Catapult are certainly most popular ones alongside with Raven now.

Also, I disagree with not see a Hero Mech for a chassis already with a Founder Mech, as the Founder mech does not offer a different variation of an existing mech, it only offers a custom paint job and a cash boost (which is smaller then a Hero's boost). Besides, it would rob all the newer players of getting a 'special' mech for their favourite chassis (if that chassis so happened to be the Atlas, Catapult, Hunchback or Jenner).

It isn't 'robbing' anyone, as the 'special' versions of those mechs were available when the Founders packages were made available. Those people who chose not to obtain them during that period did precisely that...they chose not to get that mech.
Note also that I didn't necessarily say it wouldn't happen at all (though I think it would be a bad idea), but that those chassis have a far lower priority for having Hero mechs for them than the other designs coming out, which don't have the conflict to worry about and can benefit from the recognition having a Hero mech gives. Also, as the number of variants is limited on these mechs, it might be more beneficial to the Devs to use such mechs to highlight new features in the game, further pushing them back until needed.
So, no. No one is robbing anyone, as everyone had the option to obtain said mechs. And no, I don't think it will happen anytime soon while there are other mechs to be made Hero mech variants of.
