Yes and No, for me it is a workaround and not a fix. If I turn V-Sync On (or Off) it fixes the lock until I exit/restart or acess the dropdown menu again, what I have found for me it is not changing the V-Sync state that is removing the lock but the opening of the menu pop-up menu and moving the pointer over one of the three options (causing the highlight glow). It seems the lock is occuring not when the blue gear icon is clicked on, nor when the dropdown box opens but when the pointer is moved over one of the three game style options (again highlight). Right now to get around the lock I just click the menu, hover the pointer over one of the options and then click on menu to close it, lock gone.

I experienced this too, the only work around i found was to click the "Social" button to open it's window, then close it, and the mech lab worked normally after that.

Am now encountering this as well. Ragelncarnate's workaround seems to work for me.

The other workaround for this is to click on the Menu button (bottom left of screen) which pops up the Options/Logout etc. menu, then while the menu is still open move the mouse over your mechbay or whatever wasn't working before, it should now register the mouse movement and highlight the mech you select properly etc.
