Arrange the beam mounts on the chassis in such a way that it forms a ring, so from first person view when you fire it's a ring of laser energy coming out all around you.
Like maybe 7 points:
2 CT (top middle and bottom middle)
1 head (center)
2 LT (top left, bottom left)
2 RT (top right, bottom right)
Something cool like that? Would also mean 3 energy points in the chest / head, making it a theoretical beastly zombie build.
Another possibly for a hero Cicada, you could put SRM2 launchers in each arm.
Oh! I like that idea. A Cicada with 1 missile in each arm, and then 1 energy head, 2 energy CT.
Give it 2 AMS and an ECM it'd kill every thing but Streak Ravens and Commandos... unless you add the 2 missile hardpoints... then it'd kill everything.

Because they're a big box shape and they're fast but they are not THAT fast, and they are (at least for me) much easier to hit than the 3L.
Now that I think on it, Jenners and Commandos are also reasonably easy to hit.
I think it's just the Raven hitbox that gives me so much grief.

A few ideas:
ECM: Yes (Because Garth is sneaky)
Hardpoints: CT 1E, RT 1E,RA 1E, LA 1E (Because Garth is everywhere at once)
AMS: RT
Engine: 340XL (Because Garth goes really fast)
DHS: Yes (11) (Because Garth is Cool)
Weapons: 1 LL (CT), 4 ML (Because Garth is like the energizer bunny, full of energy and keeps going and going).

I want to see this, I want to buy it.
so here's my thought to keep in interesting.
Max speed stock
2 CT lasers
1 Head laser
1 RT Laser/AMS
1 LT Laser/AMS
you end up with a very fast machine with 7 hardpoints (5 laser/2 AMS) that has extra survivability for running screaming across open areas vs/missiles.
You could also tweak the module slots give it an extra one or something.

CDA-3F - The -3F Cicada is one of the most advanced versions of this 'Mech and was designed following the Clan Invasion. The chassis has been constructed using Endo Steel construction techniques and the 'Mech is protected with six and a half tons of Ferro-Fibrous armor. The -3F is powered by an extralight engine, can jump up to two hundred and forty meters, and carries a weapons loadout that appears to be a cross between the -2A and -3C models. The primary weapon is an ER PPC, which is backed up by two Medium Lasers. BV (1.0) = 1,202, BV (2.0) = 1,329 [2]
