Targets of opportunity, generally whoever happens to be standing in the line of fire of me and my teammates. Once you've eliminated the guys who can two shot your atlas, it's usually better to shoot the guy who is available, rather than thinking too much about the optimal target.

That said, there's an argument to be made for each class, even each chassis. Then we must consider the modifications. What's a specific mech carrying? If that's a 3L Raven with ECM AND a couple LL's, it's probably a bit of a priority. Especially if the assaults/heavies are all trial mechs.
This is mostly a decision best made by a god commander on the ground as the situation develops. As it becomes clear which mechs are doing the most effective job of fighting his team, and knowing the capabilities and limitations of his team, the commander must make the decision where to focus fire--where the priority is.
