I have been watching this game with monitors I have Windows 8 -- (maybe this is the problem, I got it for my SSD since they have improved the OS handeling of SSD's).
I have
FX-8350 Which is a 8 core 4.0Ghz
ATI 7850 2GB
8GB Ram
However when I play the game not all my CPU cores are even at 30% usage with most of them bellow that. The GPU is also around 30% usage, but when on the homescreen it goes up to about 60% usage.
It seems like a few text boxes require more computing of geometry then the game its self. I am running the game settings on 1920x1080, no V-Sync, Motion Blur off, and System specifications set to Very High.
I have no logical idea of what the problem could be.

Windows 8 or something within windows 8 caused the problem.

This game will exhibit this kind of behavior regardless of the OS, although your case seems somewhat extreme. The game won't max an 8 core CPU, not nearly; it's not that threaded. Still, I would think you'd at least be able to get a solid 35-40fps minimum with that setup.
Can a single 7850 handle this game's highest settings? What happens if you only run it on medium or high?
(for the record, I'm running the game on Windows 8 on a 3570k and 7970, and have no issues; when the GPU was only a 5850 it ran fine too, except that I had to run on medium)

I'm using windows 8 and mwo runs fine with it so I don't think thats your issue, unless of course you did an upgrade, it tends to work better if you do a clean install.

I have been running the game on max settings on i5-2500k and 4890 (going to change it to 7870 in about 2 weeks) and I usually have between 32-36 fps,but, here is the kicker, if I have youtube open in the background on any browser, regardless what other programs are running, I get a drop to 12-18 fps...but yea game can sometimes show you the middle finger and just decide to run on low fps for no apparent reason

my specs are in my signature... I get 60 when i'm standing still and at the end of the match... walking, and fighting I get 25-50... (huge increase this latest patch thank god!!!) and my system doesn't go above 25-30%.. thats for the CPU and the GPU.. which is crazy cause you'd think that it would use the hardware at hand and just literally plow through this game...

Unfortunately you're being bottlenecked by the per clock cycle performance of your CPU. Because this games optimization is poor to say the least, it's currently barely utilizing peoples GPUs instead pushing the majority of the load onto the CPU, which causes AMD processors to struggle when under heavy loads like brawling. When PGI finally pull their finger out of their behinds and get DX11 rolling, you'll see an amazing jump in performance as the game correctly uses your beefy GPU to its full capacity and frees up your CPU.
For the OP, there's a few things you can try. First make sure your drivers are up to date. This means ATLEAST 13.1 OR try out the new 13.2beta5 drivers. Also trying a fresh install of the game can help some times. Thirdly try scaling your resolution and graphics settings down to see if you get an FPS improvement, this will help us determine which component in your PC is causing your issue.
