Are they as outclassed by medium lasers as I think they are, or is there something more to them?

no they are entirely outclassed by mediums.

Mediums vs Smalls:
Longer range, better dmg/second of beam, better dmg/second.
Weighs more, slightly worse heat efficiency 3d/2h vs 5d/4h.
I use some smalls on my Jenner, since I ran out of weight for weapons and heatsinks after mounting jumpjets and 2 SRM4s.
They're only useful on very fast mechs that can't fit Mediums due to weight/heat, anywhere else due to hardpoint limitations you're better off with Mediums.
