Just some thoughts:

1. Reduce ECM bubble to 50 m: this would prevent an entire lance to move under the ECM Umbrella

2. Allow Lock on ECM only incredible slow, this could protect ECM from Streakpult in short range but only if the Mech perform a "touch and go" strategy

3. You have ECM? Ok keep it like now but YOU CANNOT use weapons with Lock (Bye Bye Raven 3L with 2 Streak or Commando with 3 streak): if you have an ECM you MUST have also some disvantages, not only advantages. This tip could help a lot the game in avoiding the "Light swarm rush"

4. ECM is a massive problem only on Light mechs, an Atlas with or without ECM is not so significant, but a swarm of Lights vs another Swarm of Light with ECM are totally devastated. This is due to the following mix : Ecm + ssrm + noway to lock them.

So to create a balanced situation you must "crash" this combination somehow.
You could block SSRM if you use ECM, or you must be locked with higher range.

Basically my tips only want to avoid "boating" of equips that create an OP strategy crushing all the rest of the combination.

Cut SSRM from ECM light mech and you will have normal Mechs trying to "lock" the ECM one with SSRM and with Tags and sensor. ECM Mech is ok but it must be a "scouting defensive" Mech, not an "Offensive" one. so Nerf its Offensive capability and you will give back a role to the other lights.

Imagine it:

Wanna rush and lock with SSRM and LRM?
Jenner - Spider - Commando - Raven with ECM

Wanna ECM and be a Sniper?
Raven - Commando - Spider

Wanna Chase ECM enemy Light with another ECM?
Ok a normal laser - balistic or SRM battle

Wanna Chase ECM enemy Light with other Lights?
Ok, go with Tags ans SSRM and Sensors and try to spot it and get it visibile so you can lock it! (and this need skill and cooperation)

This is the main/only ECM nerf I agree with. IMO, the single greatest flaw of ECM right now is the "arms race" mentality that is created by the ability to have more ECM than the enemy, therefore rendering your team able to use streaks/LRMs to their hearts' content but while also forbidding the enemy from using their own lock-on missiles. The inability to achieve lock-on with ECM in disrupt mode would add a much-needed element of risk-vs-reward to the device as well as curb the arms-race. It should probably also prevent your nearby allies from locking on as well in order to achieve this effect.

Another idea is to allow a single ECM in counter mode to defeat every ECM near it instead of just one. This also is aimed at removing the arms-race.

Yes I Agree with you:

My perception of ECM is something that allow you to "scout around" enemy formation or to protect them from LRM while approching. So this is a "Stealth" misure to reach particular position or to flank the enemy.

By allowing the ECM to be a "Short Range" equip, you basically must bump it so much to block totally the SSRM missile. (This is the perfect Counter vs StreaPult).

The biggest problem now is this:

The enemy CANNOT lock you but YOU can LOCK them. So you obtain the total advanges from being the "unique formation" able to use a storng weapon like the SSRM, and so the only counter is "having more ECM then the enemy" and this way CUT all the rest of the Mech without ECM, expecially Lights.

Try to do 8 Ravens ECM vs 8 Jenner and tell me if there is ONE SINGLE way to win for the Jenner. It's mathematically 100% loss.

So the only advantage of ECM is the ability to use SSRM and simultanously block the enemy from locking, then CUT this opportunity and it will come back to a Regular gameplay.
