I want paint we can see in the dark, simply because I want to see just the green part of this glowing and coming at me on the night map.

That sounds pretty carcinogenic dude.
Honestly, I think having glow-in-the-dark paint would be a pretty severe disadvantage for the user. But why not? Because it might hurt performance, that's why. If it doesn't, sure.

Self illuminating textures aren't a problem unless they cast shadows and/or are expected to illuminate other geometry. Neither of which I'm asking for.
