no on mouse is u arms and torso follow u arms.
in setups by by default u can find :
torso twist = j0_axis_x
pitch = j0_axis_y

Those are also your arms. What you want is not possible.
You can however ignore the meatball and just look at the cross hairs.

So your legs will follow your line of sight I take it. This has been done-a mech clone game did this when MW2 was delayed for release due to issues. Maybe others. You could toggle it on/off if I remember. This sounds like a bad idea in many ways, terrain being the biggest one. That game was flat.
And how the mech would behave is another. Target on the right: mouse over for legs, key mapped over for torso, will your reticule stay locked with the legs? Separating your aiming from the torso. Short life experiment if possible with a SLOW aiming turn.
edit : I don't think it is possible with the mouse, remap keys for such shenanigans. Just tried.
for clarity-Torso is arms and upper body. Bottom is legs=turn mech. Same result as centering torso and only moving/turning legs,

Your arms lead, following line of sight, the torso (some move more freely than others but still follow this rule). The legs will continue to move forward or backwards, regardless of torso and arm shift, until you command them to turn. We currently have a command to line the torso up with the legs, another should be added in the future to line the legs up with the torso.
However, once the game is fully joystick compatible, it would be nifty if you could break out all of the auto linked commands to two joysticks and foot pedal giving a second mechpit immersion option from HOTAS.
