Last I heard it was 10%, I see this proposal happening and being instituted in the next few years.

Looks like it is proposed up from 10%. News here is of failure, but it passes in 4 years.

Dispossessed describes the state of having lost or otherwise not having a BattleMech at one's disposal in the BattleTech universe. It is typically used to contrast against the status of an active MechWarrior (pilot).

The word carries a strong stigma. In the feudal societies that had formed after the fall of the Star League, especially in the lostech-ridden final years of the Third Succession War at the beginning of the 31st century, a BattleMech virtually guaranteed its owner wealth and status. In many respects it was the equivalent to a medieval knighthood, and at the same time the actual arms and armor of the MechWarrior. Serving as a MechWarrior could result in a noble title, land grants and fiefs. Often, families or whole fiefs were dependant on the income of a single MechWarrior.

Conversely, losing the 'Mech in battle or to a technical breakdown meant a sudden and drastic fall in social status, causing great grief. Many Dispossessed join conventional military branches (especially infantry or armor units), hoping that one day they can acquire a BattleMech through salvage.

Although typically meant in a permanent sense, the term can also be used to describe a temporary separation of a MechWarrior from his 'Mech, for example because a superior Lord denies the right to pilot a 'Mech (as it happened to Minobu Tetsuhara) or because the 'Mech and its pilot are shipped separately (the reason why Kai Allard-Liao piloted a borrowed 'Mech on Twycross).

The term has also been used to describe aerospace pilots who had lost their fighters.

The Allison MechWarrior Institute (AMI) is a top producer of Mechwarriors and is located on New Olympia in the "neighborhood" of the Lloyd Marik-Stanley Aerospace School. 75 percent of the students graduate each year (375 MechWarriors). Students foster a strong rivalry with the aerospace acdets from the Aerospace School (the usual mechwarrior vs. aerospace).

Enrollment
Every year 500 students are accepted to the Institute and it is open to all applicants. The competition for a place in the roster is fierce. The Captain-General make the final selection of a student. Thomas Marik used it as a political tool to leverage cadets. Since the 2890s, 10 percent of the capacity is reserved for families of Dispossessed Mechwarriors (increased to 15 percent in 3054). This decision further solidifying the loyalty of Mechwarriors to Marik.

Basic Training
The first year of the three year curriculum is concentrate on basics of a soldiers life (to learn discipline). The physical and mental toughness will also improved to meet the new tasks. The training is divided in classroom sessions ('Mech operation basics) and field exercises (rudiment knowledge of weapon use, survival and combat tactics).

Advanced Individual Training
In the following two years a cadet put the theory into practice. The students learn BattleMech Operations, gunnery, applied combat strategy and tactics. The simulators are the place to learn this and only the brightest are chosen to operate at the controls of the Institute own Chameleon 'Mechs before the third year.

Atmosphere
Within the borders of the institute and beyond there is a competitive atmosphere. Only the top 5 percent of each class are likely assigned to an Mech command. Every student shows respect, in knowledge how difficult it was to get a place at the Institute. The cadets show a strong esprit de corps. The ongoing rivalry with the LMS Aerospace School is fueled by the instructors.

Graduation
The majority of the students graduate with honor, if they can survive the first year. The Free Worlds Guards and the Marik Militia absorbed many of the graduates, but the reform of the military lead to a wider spread of the new lieutenants.

They're busy destroying the clans, so we won't have to worry about going through IS/clan mech/tech imbalance problems.
