Is BAP worth it? I have one on my Hunchback 4G and it doesn't seem that great. It is ether keep the BAP or add more AC-20 ammo.

Always load sensor module or advanced sensor module first because it is free weight and space. Here are reasons for BAP:
1. You are an LRM mech with optimized targeting including BAP in addition to a host of other stuff to max your targeting LRM range.
2. You are a team sensor scouting mech that targets and TAGs for other LRM boats. Preferrably you are fast and have jump jets to maximize you field of view.
3. Once counter ECM buffs arrive, you are a non ECM mech with streak SRM's that you want to fire at mechs protected by ECM. You maximize your targeting buffer for streaks between 180 to 270 meters by adding BAP to sensor module.
Short range brawlers gain no benefit from BAP. Always do sensor module first, then BAP.

The description says it can supposedly detect shutdown mechs. I have not observed this on River City night. Also would it not help relay target info longer when say cresting the caldera on Caustic?

It does detect shutdown mechs, but you have to be pretty close for it to work. This mostly helps me if I'm using streaks and my target overheats. Besides that I have not found it too useful.

Why river city night in particular? It's not like thermal stops working on that map or something. And you don't NEED to be able to target things farther away because the 4g's engagement range is <270 at which point you can already see the enemy with your MK I eyeball or are close enough to be able to target the guy normaly anyway. (ac/20s don't need to lock on)
