Means:
He set the zero simply to the coldest temperature he measured in the winter when he initially set up the scale.

Later on he managed to repro this temperature for a stable baseline using water and seesalt. Used in an arbitrary mixture. To have a a repro for his arbitrary zero.

Fahrenheit is a 100% arbitrary scale pulled out of the 'back' of a german nearly 300 years ago...

yes that is how doctors work, but Fahrenheit uses degrees when Celsius has degrees for no reason
