does that mech use the crit-splitting function of one o the more advanced build rules, or is it literally missing an actuator only on one arm?

Atleast if that variant comes into MWO.
A good example of this is the Yen Lo Wang. it has only Vertical movement of it's gun arm, but no horizontal movement, due to the loss of the lower arm actuator.
I would assume that they'd do the same for the Highlander... or just ignore that variant.

Though, the Left Arm is where the SRM-6 is located, and it has the full set of actuators (Shoulder, Upper Arm, Lower Arm, and Hand).

The question is, how will PGI resolve the issue of having weapons mounted in both arms, where one arm has minimum articulation and the other has the maximum articulation...?
