Sticking to Canon, how crazy would it be if Mechs' could buy a NARC upgrade, much like Artemis, that allowed their SRMs to hone in on NARC beacons?
I've never ran a Splatcat, nor owned a catapult, but it sounds pretty vicious. As it stands, NARC has got to be the least mounted armament. With the new damage limit on NARC, it seems even more useless. I personally think the NARC is a great tactical weapon due to it's ability to allow scouts to hit-and-run enemies without overexposing themselves.
Could you imagine a Raven with SRM6, NARC, and NARC upgrade wrecking havoc on back armors? Or said Raven and Splatcat tagteam?

You mean for NARC to do what its supposed to do, as a multi-functional tracking beacon for SRMs and LRMs. Then yes, it would be useful, and probably lethal.
Example of how it functioned in MW3:
1. NARC required target lock
2. NARC missile tracked towards target
3. Selecting any normal SRM's then had the ability to "target lock," a NARC'ed target.
4. The SRMs tracked towards the target.
Adendum
6. MW:LL further allows unguided (dumbfired LRMs) to auto-seek nearest NARC target
^ If it worked like this, any Variant build that comes equipped with Narc and a SRM and/or LRM combo then makes sense in the context of a real-time Mech game
People are going to wonder what the hell a NARC is for on an Orion when its introduced, well, the above video from MW3 shows exactly what a NARC is for on an Orion in combination with the SRM4. Hell, the NARC on the Stalker variant probably confuses new players, "What the heck is this NARC for on my slow *** Assault Mech? Meh, I'll just stick an LRM20 in it."
You also brought up a really great point OP, so thank you for addressing it. In the context of adding this feature into the game, the "canon" source for NARC states:
- "SRMs and LRMs equipped to track the Narc homing signal cost twice as much as standard munitions." (so it makes sense in the context of if I want my SRM/LRM missiles to track then I have to pay more for it to utilize that function of NARC)
And of course the one sentence that MW3 and MW:LL used to interpret their NARCs overall functionality:
- "The Narc Missile Beacon is a missile homing utility that can be planted on enemy targets, causing friendly SRMs and LRM missiles (even those that do not traditionally have homing capabilities) to lock on to them."

I've been advocating this feature for a while. However, some things need to be addressed. Most missile systems fire all at once or track 100% in the case of SSRMs. An overhaul really is needed on all missile systems so Missiles have some sort of minimum traverse angle (so they can not turn beyond a certain angle) so misses can occur. This would ultimately help balance LRMs and SSRMs, but also if SRMs were made to track with NARC.
