Kind of yes. After the great decline of technology.
Mission breiflings - oh yes they have those. Mech configs, no. Battlemechs are incredibly difficult to modify in the lore so you had to have a mix of weapons systems on mechs to account for the fact you might be fighting in conditions you do not have time or money to prepare for.
However, militaries would be able to choose to send in mechs that excelled at certain duties if they knew ahead of time the mission and terrain.
The issue here is each players account is stacked with heaps and heaps of mechs the envy of entire companies of mercenaries so there are no economy and logically driven limitations in MWO to account for that.
I believe that a dropship mode will cater to this being able to take 4 mechs into a drop and selecting them as you need them - but the total ability to choose exactly what you want for each mission was reserved for clan omnimechs which gave them a huge advantage over the Inner Sphere.
Now - if you say i am a TT grognard or whatever, this is a game based on battletech with much more customisation because that is heaps of fun - but if you allow people to change thier loadouts on the fly AND know the map you are coming into you will kill a lot of diversity and the intentions of the lore behind this entire game.
Customisation but not being able to outfit before you know the exact terrain - that at least simulates the idea you have customised your mech weeks or months ago and now it is action time and there is nothing you can do about it anymore.
It works quite well to allow customisation but not let people treat all mechs as omnimechs
