Don't aim for the ears, Aim for the legs:
1) Ammo explosions are hilarious
2) Watching them limp towards you is hilarious
3) It's always the first armor they drop so they can throw more ammo in.

-Extremely limited armament options
-Max speed 78km/h
-Shoot 1 ear and 50% less firepower
-Shoot 2 ears and 100% loss of firepower
-Max range 270m (very deadly within 100)
-Shoot 1 leg and it becomes much less dangerous
-If they have ammo in the leg it's even LESS dangerous
-ECM makes LRM and SSRM useless
That is what it is - an effective one trick pony that is very dangerous when and if it gets close and if slower less nimble mechs dont have a backup teammate to intercept it - like a fast medium or heavy.
And Atlas is to slow to turn and face a quick A1 but the A1 sure as hell are not overpowered.

It also is very maneuverable. Jump jets and an incredible torso twist.
You make it sound like it's slow. It's not. It has the speed of a medium.
Shooting the leg off any brawler is going to cripple it. This is not a weakness specific to the splatcat.
If you get snuck up on by a splatcat you die. It doesn't matter what you're in or how you're fitted. You're dead. If you failed to pay attention, if your team failed you, if he hid in an ecm bubble, doesn't matter. You lose. There is no counterplay or way to fight back. If he somehow doesn't one shot you in a light mech you might be able to run away but you will be crippled.
If that last part were difficult to perform then we might not hear as much qq about splatcats but as it stands its speed and jumpjets allow it to get anywhere quickly. It's very, very easy to get close to the enemy without exposing yourself.
Sure splatcats can be picked off from a distance but it's pretty trivial to keep something between you and the enemy until you are close enough to shoot someone. Splatcats will remain broken on small maps. Large maps should see a huge drop in their numbers. Until then though it's a completely op cheese build.

You're at fault the first time for not paying attention to the sounds of the mech steps closing. You're at fault the second time if you don't turn your back 4 seconds after taking a shoulder massage. And your whole team is at fault for not paying attention to anything but what is in front of them, or not counting the mechs they have detected.
The potential of A1s sneaking on your backs has been common knowledge for a long time now. If you don't bother taking precautions against it (is sending one guy to scout the tunnel asking for too much?), You deserve a good shoulder massage.
It's not the A1 that need a nerf. If anything, it need one energy slot for a TAG. What needs to be changed is SRM. PGI gave it soo much damage because without that, it would be almost useless at 100-270m against an enemy that keep it's back away for mthe SRM source. But the consequence of that is that it made point-blank back insta-killing shots possible. SRM damage needs to be lowered, but to keep them usefull, the spread at range needs to be drastically reduced as well.

Also it is the only viable build for A1 and it is most vulnerable brawler - legs full of ammo, XL engine, all weapons in the huge lightly armored boxes, head hitbox as big as half of commando and weapons that cannot dependably focus fire.
Sure, it allows unskilled pilot dish out more damage than any other mech, but you will **** or get ***** badly in the splattcat, not much middleground. Also everybody now hates them so much Im suprised their own team does not focus fire on them.
With the coolant flush, chances are pretty high they will be everywhere. So will be 6PPC stalkers, poptarts and the rest of the lot.

Actually stalkers are far worse. For one they only carry 4 SRM 6s and anything smaller than a heavy, and even some fast heavies, can run laterally across it's field of fire faster than it can turn it's turret to keep the crosshairs on the target. The thing is most definitely not designed for CC. If you're stupid enough to run headlong into either of them, then you deserve the quick and brutal death you suffer.
As for ECM, most people agree that ECM in it's current state is fine, they just don't think the COST for ECM is high enough for what it offers. A ton and a half and a one button click to shut down LRM and Streak boats and render you immune to them is an awfully nice trade off.
