What I wanna know is, do you plan on enforcing certain RoE, or will that be left up to the participants to figure out themselves?
For example, personally I think the matching of weightclasses ala RHoD is antiquated considering it was introduced due to how the MM used to work, and due to a lack of restrictions on what you could field, you see teams heavily focusing an a few designs (Gaussapult, KC20, Raven 3L, Poptarting Cataphracts and Trebuchets) and either you go with the flow and start using those designs as well, or you get your *** handed to you, which makes for rather stale/predictable gameplay IMO.
Just let me note that I'm not speaking for anyone in the ELP, this is just my own personal opinion.

Mech production sites are limited based on the planets you're on, and they sort of follow canon as to what mechs come from the different regions. Also, teams can see what each other is supposed to bring so they can hold each other accountable for the match. Some planets have match conditions like no ecm, no consumable barrages, no gauss rifles, etc, but these conditions are rare and can be avoided entirely. Other than that, it's all about how many cbills you have. I don't impose any other limits on teams.

So as a merc can I buy mechs from allies planets?
Also I tried to move my dropship but it still appears to be on my home planet. If I try to move it, it now says that it can not be moved for 24 hours.

With RHoD it's hard to imagine having pilots try to show up to another set night when those drop nights take anywhere from an hour to four hours to sometimes different days all together. Yes ELO helped a bit but it still is a pain in the back side. Until the matchmaking system is tweaked in the communities favor, leagues like this are hard on the pilots. Yes we want to play, but when I tell the other half she needs to give me an hour or so for drops and it turns into all night trying to make them work, well, you know how that goes. That being said, if PGI does tweak the match making system and /or private lobbies before CW comes out, I have no doubt we would join up.
I hope you get enough units to help you test this system out. I was honestly amazed at the effort put into it. You get kudos good sir.

1. If you use mercenaries, do you actually use their real players too? So you could have a mixed team or is it just for simulation only?
2. Is there a date picked for the end of the season?
3. Is it possible to sign up a bit late? What's the chances we'd actually get in?

2. No date picked yet, I was going to end the season when 1 or 2 units become dominant.
3. You can sign up whenever and you will get in. I just add to the map when new players enter.
