Do keep in mind we are discussing a feature that has just completed it's initial design and has not yet been introduced into the game. There is still a great deal of development, testing and revision ahead.
Now if you'll all excuse me: I have to compile 142 pages of feedback on this matter.
You have to admit making the coolant flush module only require one slot to the cbill versions two doesn't exactly inspire much confidence since that gives it a pretty big advantage over it.

C-bill does have the advantage of being able to flush twice, albeit for less cooling power, or use both at once if you want to. Cbill would actually be better assuming you have the module space

Perhaps just a touch more of that development, testing, and revision could be done possibly before inclusion of items into the game. It could go a long ways into preventing your compilation skills being put to the test.

This is only semi-true. The MC flush is superior if you only want to be able to use the flush once. The C-Bill flush is superior if you want to be able to use it twice. Only if you want a single use does the MC one outperform.
When going for multiple use the C-Bill option gives equal performance (35% per module slot), and the option to use the flush twice, while this is impossible for the MC option to accomplish as it can't be stacked and is single use.

I was under the impression if you had both the effects just outright stacked on both uses, I guess we'll see tomorrow. =)

If this is true please tell me why your first idea is to simply make the mc mod better? was it just to see if there would be an outcry and if there was not then away with it you go? If there is an outcry then you will just say its a trial stag guys dont worrie we where just joking about that p2w thing
