1. Color code chat so that you know what team someone is on, especially kill spam
Agree... but... Beta. Recommend it and when there is an open slot in some development schedule they will probably add it in.

2. No futuristic war machine would be vulnerable because a light mech ran up under its guns (more depression in weapons systems, guided munitions, weapons in legs, etc.)
Battlemechs can kick and punch. Simulations in a computer game are a bit more limited in how they move. Collisions used to be in the game and small mechs would not run up to larger ones or get run over. Collisions will come back but they needed to fix issues with them.

3. No targeting system could be defeated by coming up from behind, radar is 360, cameras in back, whatever (heck even a rearview mirror system would prevent that)
Many RL targeting systems are and I have explained they did this because of the desire to create a teamwork environment. I prefer it.

4. ECM as effective as in this game now would mean the end of battle by such machines
For this you need to explain your logic that lead to this conclusion. I can't make that assumption based off what I know about ECM and Battlemechs in this game.

5. Vision systems such as night vision would have filters so that bright weapons flashes would not blind you
Changing. Check out the Command Chair.

6. The heat monitor in the HUD would NOT be uselessly at the bottom but would be a circle around your reticle that you could constantly monitor without taking eyes off targets, this is not a matter of convenience, it is a matter of life and death.
We discussed this, I would like a more customizable HUD... but... Beta.

7. Chat should be T for team and y (yell) for all (yes I know those keys can be reassigned)
T should be for Target(and is on my computer). The ability to assign keys really takes any of the "This key should be for this command." discussions out of the way.

I would be interested in responses that show why the game does not have the features listed above.
Some of the issues mentioned can be explained by choices for game design, limitations in the game engine(no PiP support for Cryengine 3), or the fact that this is still a Beta and lacking some basic functions.
