Basically, it is a vanity item that resembles the Mech you are actually piloting. The weapons load-out, paint job, and (hopefully) current animation that the mech is performing, and damage taken will all be seen on the model in the cockpit.

There is speculation that Tuesday will actually have the fix, but I can't find any documentation on it.

The client files have had a number of changes to them regarding UAV over the past month, so clearly it is being actively developed.

Also, I moved up the UAV from Concept to Development, as irony1999 pointed out, the client files do reflect that it is in a serious development stage.
And, as will be the norm, the changes have all been documented in the Changelog. As a reminder, the Changelog will keep a 1 week rolling log of all changes, additions, and removals to the tracker.

No ETA on when these features might be going in.
Preventing all mechs except ones with jumpjets from accessing most of the mountains would be rather foolish and remove the three dimensional nature of combat on that map in favor of very confined, restrictive valley combat and extremely long boring walks that can currently be shortened by traversing mountains in the same manner as we have done in previous MW titles. Hopefully it won't be quite as bad as it sounds. Mechs already can't climb the steepest faces, and the ability to climb the others is important to gameplay.
