I am military personnel stationed oversees, which means precisely that: I have an enormous discretionary income; and not much to do with my time. Why won't you take my money?!
(What I mean is that I have tried twice, through two separate credit accounts, to purchase MC. And neither time have I been successful. There are literally tens of thousands of servicemen like me who have too much time and too much money and would love to buy big mechs...but who are frustrated by the absence of the "APO" option from the "state" drop-down menu.)
Please do something about this, and let me give you my money.

It seems these issues arise when you have, for example, an American credit card, but are trying to use it from an overseas location, to make an online purchase. This appears, for all intents and purposes, as if someone stole your credit card number and is using it to perform identity theft. To buy internet pretend robot money.
Try :
Addendum: PGI doesn't control the payment process. They use a 3rd party, UltimatePay, so that is whom you would need to bring your issue to.
Try :
- communicating with your credit card company to assure them you are in fact making a legitimate purchase
- give someone you can trust the account information so they may make the purchase, on your account, from an American(or wherever your home address is) IP address

Red shift has the idea, have a friend or family member stateside help you out! I bought my friend's stuff and needed their account info to do it.

like the other said you need to set up a paypall account it has to be linked to a stateside address
this will make things less tough

I had a similar problem making a purchase and I was using PayPal. My wife and I moved out of state and I hadn't updated my PayPal address before trying to make a purchase. The first time, it worked. The second one was flagged because my IP address was now over 500 miles from my old home address. After repeatedly being declined through PayPal, talking with UltimatePay/PlaySpan, contacting my bank, credit card companies, talking to PayPal, and even trying to use a pre-paid credit card did not solve the problem. All my info checked out after I updated my address in PayPal. UltimatePay/PlaySpan kept telling me to give it 24hours and try again, and again and again. No dice.
So, I wrote a letter to MWO Support (in a much more long winded manner) informing them what a hassle it was to make a payment. They responded in about 10 minutes and unflagged me as "fraud". My first transaction was allowed to go through in case I was "travelling".
They really do want your money.

You could try out wirecard.com and link the creditcard to it, works in almost every country, hope that helps ;-D
