Now, there are many, many ways one can balance cool shot. The most common one is to make it a crit-slot taking equipment.
Here my idea, keep the current cool-shot (including their module ability), but add the following effect.
1. Reduce the cost of cool-shot (both in C-Bill and MC).
When a cool-shot is used, each cool-shot has the following effect.
Cool Shot 6: No effect.
Cool Shot 9: Destroys 1 engine heat-sink.
Cool Shot 9x9 or Cool Shot 18: Destroys 2 engine heat-sink

The idea is that Cool-Shot, beside its module space occupation, also damages heat-sinks when used. It basically provide the player a dilemma when they take it into battle.
Do they use the cool-shot now to get, say, 18 heat reduction immediately and loses between 2~4 heat capacity and 0.2~0.4 heat dissipation (single ~ double) for the remainder of the match?

really no need to penalize them, they're already giving up a module slot for them. Sure there's not a whole lot of great modules right now but I'm guessing more are coming that will be very desirable.

My suggestion was trying to find a way to balance it in the event that it is OP (as many people thought it is).
I'm not sure if Cool-Shot, as current, is actually OP.
The idea is more along the line of "If it is OP. This may be a way to balance it."

Coolant Pods are not the same as Cool Shot / Coolant Flush.

the heat system is so far from TT lore that there is no point. the only realationship MWO has to Battletech is names and some artwork.

Voted "no" - while OP suggestion would make the situation slightly better, the proper solution would be to either completely remove CF or at least make it TT-like in terms of taking crits and tonnage (and blowing up like ammo when critted).

this is one area where TT doesn't apply. this game is vastly faster and more heat intensive than TTunless the flatten the heat scale this need to be like it is.
