Unless he had a series of mech where he hated one or two of the variants. That is not excessively uncommon.
Nothing is a "waste" if the player got what they wanted. I'm sitting on 110k GXP, I bought Advanced Zoom and hated it and they won't refund me. I auto leveled the Raven 4x because I AM NOT RUNNING A SUBSTANDARD, MACHINE GUN MECH, TO MAKE A PREFERRED MECH ELITE.
I don't often agree with Zvero, he's petulant and argumentative, but he's right. IF these modules were anywhere near "frequently useful" the argument of P2W would be applicable. Yes, you can get them without paying. In about one year of nonpremium play time. Personally I think using GXP for MODULES is a waste when you could spend it on speed leveling a mech you don't like.
Zvero also had no premium time or MC, so he's doing things the hard way. I didn't really convert much XP before the sale, and then I dumped in about 2000 MC. That is where almost all of my GXP came from.
