Or even go really crazy: XL 340, one large laser in each arm. Much lower alpha, but much better heat efficiency and range.

An XL 300 with speed tweak is 133 kph. With 140 kph being the soft speed cap (the max speed you can actually move in game though the game is happy to lie to you up to 150 kph), the 133 kph speed is only just shy of that cap. The 300 XL is usually referred to as the sweet spot on a Cicada for this reason:
A 305 weighs 1.5 tons more than a 300. To actually hit the speed cap of 140 kph with speed tweak takes a 315XL that weighs 18 tons (to the 15.5 of a 300 XL, so you lose 2.5 tons of armor or weapons for a whole 7 kph). Going up to the unreachable 150 kph requires the 340 XL with speed tweak and weighs 20.5 tons so you lose 5 tons of weapons, with max armor that leaves you 8.94 tons (non-FF) or 9.85 tons (FF) to work with. On the other hand the 300 XL nets 14.85 tons of usable weight on a Cicada.
For me the other reason I won't go above a 300 XL on my Cicadas is because a Jenner just becomes better as seen here: 4xML + 2xSSRM2 JR7-D. It still has 2.86 tons of free weight after matching cdlord's build. That leaves room for max JJs or a single JJ and max engine DHS.
Heck the Jenner can even do Felio's dual LL build with JJs if we stick to the soft cap for speed: 2xLL JR7-D. And since you cannot really exceed 140 kph within the game this Jenner would match a 340XL 2xLL step for step and even outmaneuver it with the JJs.

Go test it. get a buddy and run a race. I did (simply asking a mech on my team with a 150 kph listed speed to pace me) before 12v12 and my result was that if there was any difference over 140 kph between the two you couldn't see it. I haven't tested since then. I do run my Spiders with 245 XLs and I can keep up with anyone, so that extra 5 kph is certainly not helping them.
That said in play it takes a very long time for a 'faster' light or Cicada to get out of range of my 300 XL Cicadas, so functionally you won't see a big gain unless what you are going after is an extra real double heatsink at or above 325. In my experience in 300+ games in Cicadas and 280ish in Spiders is that the small gain in speed is negligible or nonexistent.

I've been fiddling with all my Cicadas a bit more, and right now I'd rather have a bigger engine than more firepower in them. Used to run 280s and 300s, but when I switched to 320s (sacrificing firepower), those Mechs started to make a lot more sense. YMMV of course.
Current X-5 build
(plus seismic & UAV. Still need a bit of XP to unlock Master, so I sacrificed adv. sensors since I run a BAP).
Gotta say that I do like the X-5 so far. It's probably my second favorite Cicada, with the 3M being number one for its ECM capability and ballistics-slot, and the 2A being clearly last for its lack of any special features.

If you're having trouble with overly twitchy movement, drop your sensitivity down. Slow is smooth, smooth is fast.
Quick tips for piloting the X-5
-Learn the map
-Keep your enemy guessing about your incoming direction
-Hit 'em in the back with an alpha, run away and do it again when they don't expect it
-You are a Mike-Foxtrotting Guerrilla fighter. Act like it.
