What we have now is a classic case of too many variables, and since they are effectively released, we are stuck with them.
I agree on the "balance around stock mechs first" part. ECM is one thing they have to work on, but I think it really is an interesting feature. The bubble seems to have a radius that is just too big. Still I think the game is fun right now. I can not see things that are really overpowered and the game is far away from becoming the next CoD.
What is needed most IMO is more (big) maps and a few tweaks to make shooting at arms and legs more viable. Next action then should be to make missiles an alternative again (now this might be done with ECM changes. What you suggested though seems too drastic to me).
