As a Security Manager, under which systems monitoring is important, if global business is important to you, then you do global monitoring and UAT. If however, 80% of your user base is in the US, and the costs and risks of global UAT don't stack up, then you don't do it.
Was the black screen frustrating? Hells yeah. Did they address in in like 24 hours? Yup. How can we not be happy with that? Professional complainers will never be happy. The response was sufficient.
Now does PGI follow ITIL? Doubtful for a small organisation. But I hope this was a serious enough problem for them that they will look at steps necessary to catch these sorts of things before general release and that there will be a Command Chair post about their testing and deployment process. But they may not.
