On River city night we were two mechs in Sigma cappoint to cap it from the enemy but nothing at all happened even with us trying to move out of it and into it again.

Did you check for shutdown mechs on the point?

A shutdown beatup commando humping the mining rig is hard to tell apart from a dead one.

Yeah, I've experienced an un-cappable point in the latest patch once as well. No shutdown mechs there.

There was no enemy mech anywhere near the point, shut down or not.

Had it on tourmaline as well. The whole team checked out the point, using all three vision modes, yet we could not see an enemy.

I have also experienced the inability to cap at times, however it's been pretty rare. I have seen it on previously non-capped points (and more specifically, on Theta in Alpine peaks only a minute into the game) so a powered-off mech seems very unlikely there. At one point it took stepping out and back in for approximately two minutes while trying to document the bug before it began to work. Most of the other times I went to fight instead of sticking around to see how long it would take.
