The problem with starting out too low is that PGI is likely to go "there, fixed it for you" and never revisit it. If we start out too high, they're unlikely to just leave it in and we may end up in a viable place. Frankly, the MG has been terrible since it was programmed into the game, so two weeks of slightly too high DPS probably won't kill the game.
Besides, as I said they patch every two weeks, you'd think they'd want to experiment a bit with a game that's in beta... Right?
Finally, as I said earlier in the thread, even giving the MG 4.0 DPS won't translate to 4.0 DPS in practice, more like 2.0 DPS. And giving it 1 DPS will translate to 0.5 DPS in practice - which is still do low for it to be viable.
