Add a fire delay of a few hundred milliseconds, which represents the weapon "warming up" to unleash the bolt. If this delay was variable within 10-100 ms, enough not to make sniping impossible, but enough to make 6x PPC sniping extremely difficult, then poptarting will become very difficult as you have to make a perfect skillshot even with one PPC, eliminating the current use of poptarts. PPC boating would also be less a factor since the weapons would fire at different times even when triggered simultaneously, throwing off aim.

I don't think any single change can fix the balance in MWO. It's like hitting Jello with a hammer, no matter where you hit it, the stuff just squirts out in another direction.
It needs to be attacked from multiple directions to stand a chance.

I had to laugh.
You reminded me about trying to kill Slimes from early RPG games; the weakest enemy in the game, and somehow they're STILL annoying as hell.
Same principle, really -- slimes split, sh*t rises, and murphy's law guarantees someone will always try to find a loophole. People will always try to min/max, and we really can't change anything about it. I gave up trying, and instead I just worked on strategies to beat them. TBH, I haven't seen a PPC stalker in a while.
As for the poptarts...
I try to avoid 8mans, which seems to be where they show up the most.
