In an odd turn of events, utilizing this VPN has also put all my Ballistic shots back in line to what they should be. I'm assuming because of my extremely low ping in comparison to the rest of the community, that HSR was gimping my ranged capability with Ballistic weapons - since the VPN increases my ping it seems to have fixed this problem too.
Two birds, one stone. Weird.
This actually seems to work I'm adding to the OP as a possible solution for now
Thank you for dealing with pgi support for long enough to figure this out.

i have no packet loss to (xe-0-2-0.nyc34.ip4.tinet.net)
It won't always have packet loss, it only happens occasionally.
Also, while the link in question DOES have packet loss, I am thinking that isn't the crux of the issue now... I think it's a case of MWO throwing a fit with any packet loss.
I reported the issue goes away with VPN in the last thread, the reason is, because the path to your VPN is taking a path with zero packet loss. If your VPN path had packet loss the issue would show up again.

They have the servers already setup and auto configure for you - so you only have to click 'activate' or 'deactivate' when you're attempting to utilize the software.
This is what we used to test the issue and validate it's working. Their free version works just fine - there's no reason to pay for the premium version.

I actually suspect Latency is the issue. The packets we're sending are being received in delay vs. what the server is sending back. I'm willing to bet most of us who've reported the issue are commonly Sub 50ms ping individuals. One of the changes they've made is to the Omicron system shows a little more detail about the packet's. So, one of the one's I've sent to support said this within it:
"Received an ack for a packet newer than what we've sent (received 178386, at 178385); disconnecting"

this seems to true, my ping was usually 30~40

Bah seems like there's a traffic limit on the free version. It looks fairly high, but I'm not sure at what rate MWO uses bandwidth. Hopefully it'll last until they resolve the issue.

That's possible, but even going through my VPN my ping is very low, but since there is zero packet loss in the path I never get a malformed packet.

Yeah, seems to be true. My ping is usually under 50ms, slightly higher when using the VPN. Using CyberGhost appears to work quite well, thanks for the info!

Yea, you're right, mine still shows 0KB as well. So thats good then. So far it's been working for me. No disconnects yet using the VPN. As a funny side note, my ping is actually LOWER through the VPN, normally it is 80-90, through the VPN it's been a solid 72.

"This might be a useful test tool. It does some stuff with UDP (which is inherently hard to test the reliability of) - as UDP is the protocol used by most games, I'm assuming Bugwarrior uses it too. You will need to open ports on the modem and your firewall though."

Get pingplotter (http://www.pingplotter.com/) and trace to 141.136.110.9, when you get the malformed packet check it and I am pretty sure you will see packet loss on the NY link. Set the trace interval to like 5 seconds.
