In reality though, both teams should be average in terms of noob/elite players.

Unless "you" are the "noob", and thus "you" have a 100% chance. This may explain why some people are having issues.

No offense fellas, but I played this game to have fun. Fun for me is fair competition, and the matchmaker gave me a good game less than 10% of the time. It's not my job to mentor new players, and murdering newbs isn't fun. So I quit. I'm not alone.

Maybe there could be an opt to "wait longer if the matching is better", where it takes lets say up to 15min to find a game, but the elo has less spikes and weight is more equal.
My guess is, it would be great to aquire data, but almost no one would be using it in the long run.

Hopefully PGI will implement some sort of lobby system that allows the newer players to drop with WILLING experienced players. If I choose to go to the new player lobby and drop with them so be it. There should be some sort of tiered system that allows the newer players to play each other, and the more experienced to play among themselves. I would gladly suffer 5 minute plus wait times if it meant there was going to be a better game at the end of the wait, and I feel there are others who would do the same.
New players who wander around aimlessly or try and blaze in like Rambo ruin the game for their teammates who suffer a disadvantage right off the bat.
There could even be a blocking system, where when you see bad/stupid/idiotic behavior in game from a player, you can exclude him from being your teammate again. Maybe a three-strike system to account for the occasional mistake.

As much as I want to say, YEAH! to this.... you can't do a system like this. Bad players would basically be blacklisted after a long enough time, and trolling around for fun would have the same effect.
But yeah, a tiered, weight-matching system would probably be the simplest system that would actually accomplish some balance without a lobby system. A lobby system would help more than anything though, it needs to happen sooner than later.
