Also how will the location of the duel be decided? A closed environment (eg ctiy) would be much more beneficial to a light/medium/heavy that to an assault

No, but the tonnage cap is 80 specifically to prevent Stalkers & Highlanders.

Given we cannot control the map, we will be assigning targets before the drop (Name & Mech), it will be up for the combatants to locate and destroy their selected target.

Good, my 8Q cheese is ready.
Say i situation like this happens. An 8Q (or any ppc boat) gets paired with something lighter or brawl-ly on river city. The Aws pilot decides that the best course of action is to camp the clear water area behind the citadel. If the lighter (or a brawler) mech tries to close he's dead. Nobody wants to move. What then?

The fight will be forced by a referee or both combatants will face disqualification if they refuse to engage each other. The player that has done more damage will win the match in the event time runs out, as long as one section of the target has been destroyed (to prevent "Spider tagging" where they fire a single PPC and hide the rest of the match.)

The 8Q boat wins in that situation.
Will we know the chassis of our opponent before the match so we can prepare?

Your next opponent will be listed on the bracket before you drop, yep. You should have a moment to reconfigure weapons, or swap variants, before the round begins. Again while we are locking pilots to one chassis, they may change variants between drops at their own discretion.
