The rarity is no excuse for them not to introduce this mech when the highlander is rarer still. No factory in the IS can produce the highlander while the Dragoons have their own contract with Blackwell Industries to produce these.
As detailed below, everything about this post is so far reversed from what is actually the case that one has to wonder whether that was deliberate...
1.) The
Highlander, in the form of the non-LosTech
HGN-733, was produced throughout the Succession Wars by Hollis Incorporated (in the FWL) under license from StarCorps Industries (also in the FWL) since 2866, with StarCorps beginning limited production runs of their own starting in the mid-3030s. The
HGN-733C and
HGN-733P were field modifications of the standard HGN-733, with both also making their debut in 2866.
2.) ComStar did maintain a stock of
Highlanders (consisting of many HGN-733 and a few HGN-732 models)... and gave them away to the Draconis Combine during the
War of 3039, as part of their plan to incentivize blessing the creation of the FRR and keep the Combine from being overrun be the nascent AFFC.
3.) The Wolf's Dragoons never had any contract with Blackwell Industries to produce the
Annihilator; their contract was to produce the
Marauder II exclusively for the Dragoons from 3012 until the end of the Fourth Succession War (in 3030). The only entities to actually produce the
Annihilator were the Strana Mechty Mechworks (on
Strana Mechty, the Clans' collective capital world) and the Babylon BattleMech Consortium (ostensibly on the only known planet named
Babylon - which also happens to be the homeworld of Clan Golaith Scorpion's namesake) - both of which ceased
Annihilator production at some point before 2834 - and the Arc-Royal Mechworks (on the planet
Arc Royal, and which doesn't gain access to the design until the Dragoons share it with Clan Wolf-in-Exile during the WoB Jihad).
