Tier the indvidual weapons by damage output for the max alpha
1-6 dmg 5
7-12 dmg 2
13+dmg 1
Use the lowest of these in the group to determine where the penalty starts, and either disable macros or put a "time between chainfire" timer on firing to add the penalty as well.

K2: Head hitbox the size of France. Slow.
Jaeger: XL engine is pretty much mandatory, and with it's large, easy to hit, side torsos, this mech is easy to kill with accuracy.

Even better would to test it in the PTS with the numbers at 2.0 then, lower it as needed per feedback.

The other reason people probably didnt complain much is because on average more than half of the shots made didn't register. 2.0 is not a bad increase between Heat, tonnage, ammunition and spread its just a nice backup weapon to have. My 4 medium lasers on my hunchback are fired more than my SRM's so I'm guessing thats where the bulk of may damage comes from with quite a bit more accuracy.
