Has Pgi Ever Discussed Balancing For Clantech?

Has PGI ever stated that a constraint in the game today exists because of future clan-tech balance issues?
Have they ever used future clan-tech to support their decision not to make balance changes which players suggested?
I see this argument regularly from a certain few posters. I am not familiar with any evidence that PGI is considering clan-tech armaments to be a serious consideration of the current game balance.

A. The Clans are given too large of a numbers disadvantage and/or customization restrictions to compete with Inner Sphere teams. As such, Clanners will be slaughtered effortlessly and everybody who isn't a diehard roleplayer will stay with the Inner Sphere.
B. The Clans are given too small of a numbers disadvantage and/or too much customization and will therefore utterly roflstomp Inner Sphere teams. As such, everybody who isn't a diehard roleplayer will jump ship to the Clans.
Those are the only two possibilities.

MC makes the world go around. I can seriously see every Clan item being "Heroed" for MC only purchase making all the Clanners open their wallets. Then will come the "Pay to Win" posts....
Clans is going to be a total mess by how they can't even balance IS tech. Worse, it will be out of Beta and they can't use that as an excuse.

Please, they can't use BETA as an excuse right now as it is. This is the least Beta game I have EVER seen, and my job is to send F2P projects into Beta launch.

C. PGI lets IS use Clan tech on their mechs.

PGI has made several references to their concerns about balancing Clan Tech in a variety of places, and that balancing Clan Tech is part of their over-all scheme.

it will wash away 90% of the Players and shock the rest that they all join Clans, instead of comstar there will be Paul pulling the power supply of the Server.

Most of the factors affecting the Clans in TT aren't here in MWO.
Clan disadvantages in MWO:
1. IS Battlemechs offer more customization here than Omnis did in TT
2. Inner Sphere mechs here are min-maxed to have maximum armor, heavy weapons, and good heat efficency. In TT, both sides were forced to use hot-running, poorly-armored stock mechs (more so for the IS). Clan stock mechs usually had just as much armor if not more than IS stocks, along with more firepower, speed, and heat efficiency. Here, all Clanners get is more firepower (maybe more speed on XL heavies/assaults).
Clan advantages in MWO:
1. The human players here aren't going to be complete morons like the TT Clanners were

Maybe I phrased my question poorly.
Are they currently making any balancing decisions based on their future concerns about Clan Tech?

If anyone would like to contribute constructively to the conversation anymore at this time, then your posting must have reference to how balancing between the IS and clans will take place. Merely saying that "PGI won't consider balance and the game will die" is not constructive or helpful at all.

Are we seeing any evidence of this with the heat-scaling system? Specific example, please?
