Then, if you go further into it, Clan Coyote saw fit to upgrade it for garrison/second-line duty. They did not completely rework the design like most of the IIC chassis; they pretty much slapped on Clan weaponry (Clan UAC10 and ER Small Laser), increased its speed and jump capacity, and called it a day. Later on, the Hell's Horses replaced the weaponry with a Hyper Assault Gauss 20 and a Clan Flamer.
In short, while the Urbanmech may not have the rich and storied history that the spotlight mechs like the Atlas and Warhammer all have, it has a place, and an important role, here. Whether or not it fulfills this role at launch is entirely up to the timetable and resources with which the devs are working, but I sincerely hope this mech makes it into the game at, or shortly after, launch.
