Given that it's a long range build, I don't think you'll experience reduced survivability with an XL. I run them in all my Victors and haven't had any problems.

Eh, I don't know. In most of my builds I tend not to use XL engines. And given it's a Long Range build, it's not meant for brawling. I think it's ERPPCs and Gauss cannons can attest to this.

After substantial tinkering, I've come to this build. It's absolutely fantastic and I constantly dominate the battlefield (assuming an average team skill base).
VTR-9S
2 ER LL
1 AC/20 - 5 tons of ammo (35 shots)
464 STD armor
XL 370 @ 82.4 Kph w/ tweak
15 DHS
Endo Steel
How to pilot it for the new guys:
-Utilize its speed: Few things intimidate and/or confuse an opponent more than a Victor shifting flanks, moving unpredictably and firing from one position to another. Be sure not to simply charge in (although it's tempting given its bristling AC/20). This leads to the next tip.
- Confuse your opponents: This Mech is relatively cool and allows for repeated firing of its dual ER LLs. Make use of them as much as possible before the main melee happens. Opponents will have to spend some time thinking of how to engage you. "Should I remain distant?" - engage with relentless ER LL fire. "Should I close distance?" – Mess’em up with that AC/20.
- Given the XL engine, this Mech is still somewhat more vulnerable than if it had a STD engine (I say somewhat because the majority of hits still land on my CT). When opponents are softened up (orange/red CT) use that speed to close distance indirectly; turn to the side, use your JJs, and just make yourself a difficult target in general.
The key to this Mech is its maneuverability and speed (especially in proportion to its armor). The AC/20 is an amazing knock-out punch weapon, and the amount of rounds on this loadout allow you to fire many off beyond its optimal 270m range in tandem with the ER LLs. Again, don't charge right in. Make your opponents react to you with this Mech because there's little they can do one on one.
As for stats, I have:

Mind you, the K/D ration would be higher given that I was leveling this Victor from the ground up and initially had inferior equipment relative to what I have equipped now.

However, this was before the UAC nerf, when I could fire 20 UAC5 shots to the enemy CT in 5 seconds, now they fire slightly slower and jam much more often (jam rate was increased from 15% to 20%, minimum recycle time from 500ms to 700ms).
Best thing after UACs - SSRMs mean that you never have problems with lights trying to swarm you.

The entire build is based around the 3xAC2. Sounds goofy and hot but the mech runs surprisingly cool (and I don't have the x2 bonuses yet) and the damage output is pretty impressive. It feels similar to a Jaeger but with much higher survivability. Point it center mass and hold down the trigger until they're not there anymore. The 360XL gives enough speed for pretty good maneuverability, but this build probably has about 2.5 tons of unoptimized "slack", the AMS could be traded for BAP, JJ, DHS, more leg armor etc. to fit your style. It's not great against lights, but perhaps 2 SSRM2 could be fit in.

Well most Pilots know: Victors are mostly used with XL engines...which work quite well with it.
Since today i used my VTR-DS with a 350XL...
but it appears to have more and more smart mechpilots on the battlefield, so even if you torso-twist your a** off....it´s getting harder and harder with an equipped XL engine
so i came out with this:
Dragon Slayer with Std Engine
and i perform damn well with it...well you need to watch your back though.
even with 12 DHS very manageable heat!
thoughts? something to make better?

My concern is a total lack of ranged punch, so I am considering dropping the Medium lasers and some other stuff to add a Large Laser instead.

It's kinda a classic set up and will probably be much better once the SRMs actually work right.
It doesn't play to the strength of the chassis imo. VTRs are a top tier peak-a-boo sniper that work great in close as long as the have terrain/cover to work around.
Could try dropping those SRMs (until they are up to snuff), upping the meds to 2 ERLL, drop an extra heat sink in there. And you are burning holes for 18 damage with 2 the ERLL at range and close up, and it'll run cool enough to brawl with at a pinch.
The other thing is strip more back armor off and front load it a lot more. The mech is so fast and manuverable with a big engine once you get it elited, you shouldn't have any trouble with a back going out.
